Brief Chronology of Professional Career
Before coming to University of Connecticut, Dr. Tikoo served as the Evaluation Manager for Substance Abuse in the Office of Substance Abuse Services (OSAS), in the Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services. This division had the responsibility for monitoring and evaluating substance use prevention and treatment services being delivered in the Commonwealth of Virginia. She had a team of six staff and our primary responsibility was to ensure data integrity in our system. She was responsible for the implementation of the Synar study (sale of tobacco to under-age youth) of the Substance Abuse Prevention and Treatment Block Grant. This involved designing a statewide sampling methodology, data collection, data analysis, and reporting on a statewide study of tobacco sales to minors. She worked closely with various offices to design evaluation studies to address questions from the legislature.
She has been a member of the National Outcome Measures (NOMs) development group at the Substance Abuse and Mental Health Services Agency/Center for Substance Abuse Treatment.
Responsibilities at the UConn Health Center
Dr. Tikoo is responsible for developing an agenda for measuring the quality of care and the value of services in the DMHAS system of care. The mission is to improve accountability of mental health and substance abuse services statewide through rigorous evaluation; develop a system for reporting performance outcome measures to the federal, state, and local partners; develop an information system that is easy for decision-makers to use for policy and planning purposes; and write grants to improve the behavioral health care system. About 170 providers receive report cards on quality and outcomes measures monthly. Dr. Tikoo teaches Program Evaluation to students enrolled in the MPH program.
