Brief Chronology of Professional Career

Before coming to the University of Connecticut, Dr. Tikoo served as the Evaluation Manager for Substance Abuse in the Office of Substance Abuse Services (OSAS), in the Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services (VADMHMRSAS). This division had the responsibility for monitoring and evaluating substance use prevention and treatment services being delivered in the Commonwealth of Virginia. I had a team of six staff and our primary responsibility was to ensure data integrity in our system. She was responsible for the implementation of the Synar study (sale of tobacco to under-age youth) of the Substance Abuse Prevention and Treatment Block Grant. This involved designing a statewide sampling methodology, data collection, data analysis, and reporting on a statewide study of tobacco sales to minors. I worked closely with various offices to design evaluation studies to address questions from the legislature.

She has been a member of the National Outcome Measures (NOMs) development group at Substance Abuse and Mental Health Services Agency/Center for Substance Abuse Treatment.

Responsibilities at the UConn Health Center

Dr. Tikoo's research and evaluation areas are performance outcome measures, improving quality of care using the Institute of medicine Model, using technology to improve processes of care delivery.

Under Dr. Tikoo’s guidance (2005-2008) Connecticut Department of Mental health and Addiction Services developed and implemented a system for reporting performance outcome measures to the federal, state, and local partners. About 170 providers receive report cards on quality and outcomes measures monthly.

Teaching

Dr. Tikoo teaches Program Evaluation to students enrolled in the MPH program.

Health Services Research in Behavioral Health Care (Mental Health and Substance Use Disorders); Measuring Effectiveness, Efficiencies, and Performance Outcomes in Public Behavioral Health Systems

  • Impact of implementing an electronic clinical information system on quality of care and service delivery in a behavioral health care setting, 7/2008-6/2009, PI, $110,000.
  • National Access to Recovery Grant Evaluation (2007-2010), RTI/CSAT, PI, $176,000.
  • Director of Evaluation, Quality Management, and Improvement for the Dept. of Mental Health and Addiction Service, 4/2005-6/2008, PI, $500,000.
  • Study the implementation of “The prevention of HIV/STI among married women in urban India.” PI-Steve Schensul, $702,630, NIMH, 9/07-8/12.
  • Awarded Co-Occurring Disorders State Incentive Grants (PI) from Health and Human Services, a five-year grant, with a total budget of 3.5 million dollars (2004-2009).
